I have posted a 1.4.6 version for Cygwin on the cygwin-apps list[1] that
includes a slightly different version of Bernard's patch. You can either
try the executables listed there or rebuild from source with Bernard's
patch. If you want to do the latter, just replace the
subversion-1.4.6-1.src.patch file in the source tarball with this
modified file[2].

I've applied this patch to 1.5.0-rc7 as well and am running the tests on
Cygwin now. If you are interested in the cygport file and patches,
contact me off list.
