1.5.x branch serf tests are failing

Can someone try running the Serf tests with the current branch? I
have tried extraclean and several other things but tests are failing.
I think it is caused by this backport which we may have to
reverse-merge from the branch.

With that revision backed out, I saw the tests get past the errors. I
did not run to completion.

It is also possible that Neon has same problems with this patch. I
have not tested it yet.

ra_local and the bindings tests are all passing.
