To my surprise, hacking.html says doc string changes need regular
voting. I think that's silly and that we should change it to
one-vote-required -- that is, proposing it for backport is sufficient to
get it merged.

I mean, how often has a doc string fix made a doc string worse? I can
see how such a change might not be as good as it could be, but it's
extremely rare for it to be a regression.
