Reording mailing lists page

We should get the mailing lists on this page reordered:

http://subversion.tigris.org/servlets/ProjectMailingListList

Right now users@ is a couple of pages down. No wonder we get so many people
emailing us here for help!

Here's a suggested order:

users_at_subversion.tigris.org
announce_at_subversion.tigris.org
dev_at_subversion.tigris.org
issues_at_subversion.tigris.org
svn-breakage_at_subversion.tigris.org

and the remaining in any order.

Looks like we can't do this via our www pages checked into our svn tree.
