For Unix, it's going to vary by vendor. On Debian systems
(including Ubuntu), the CAs are where openssl can find them, and
it does, and svn does not prompt.

On Windows, the issue does not exist, and has nothing to do with
openssl anyway. We query some Windows API which has the CAs.
