Incorrect handling of implementators of password_set_t

Functions which implement password_set_t are used incorrectly, i.e.
some functions
aren't used when they should be.
Please apply the attached pseudopatch and test the behavior of `svn`
(delete passwords
stored in plaintext and run a svn command which requires authentication).
This pseudopatch is for trunk.
