I'm not sure if this makes any difference, but Atlassian already
supports a plugin for JIRA that has the "integration" part of this
functionality (http://confluence.atlassian.com/display/JIRAEXT/JIRA+Subversion+plugin).
It polls svn on a set interval for commit messages containing JIRA
issue keys, at which point it adds that commit to a tab in the
appropriate issue/project. It's very nice (and supported).
The other rules that are covered by this script seem to make certain
assumptions that might be a little too specific to be useful in most
scenarios.
Just an opinion from someone who heavily uses both Subversion and JIRA together.
