Hello Daniel,

        Who will be the right person to do this for me. Your help will be highly appriciated. The VBScript makes use of the JIRA web service to enforece the rule 3 and 4. it makes use of XMLHttp object to send the SOAP request to JIRA web server. The actual source of this script can be browsed at http://bizsutra.blogsport.com. To retrieve the log message and the name of the committer is uses standard svnlook.exe and invokes it using shell API. The output of this command is then parsed to retrieve the JIRA id and the committer's name.

All additions to contrib/ must be sponsored by a full committer (see http://subversion.tigris.org/hacking.html#partial-commit-access). Since I am not a committer, I cannot sponsor you.

I have also not looked at your script (it was a zipped attachment and I don't know VBScript), so I have no opinion on it.
