The canonical Python installer for Windows (from python.org) asks you if
you want to add the association between .py files and the Python
interpreter. Last time I looked, this was enabled by default.

I vote we just keep things the way they are now. Frankly building and
testing Subversion on Windows is a an extreme sport already, we can do
without trying to make more problems for ourselves.
