embedded versioning

Is there any merit to, or thought being given to, developping an
"embeddable svn" library set, so that applications can version their
data as part of their normal operation ? One can easily imaging many
benefits and new application opportunities that would arise if something
like this were available.

I suppose one could also consider making versioning somehow part of the
file system.
