[RFC] --record-only merges should affect subtrees and elide

Hi All,

Currently when performing --record-only merges there is no attempt to
record mergeinfo on the merge target's subtrees which have their own
explicit mergeinfo. Nor is mergeinfo elision of any type attempted.

this makes "cleaning up" subtree mergeinfo difficult.

I think --record-only merges should behave the same as 'normal' merges
when it comes to setting/eliding mergeinfo.

Does anyone see any problems with allowing --record-only merges to set
mergeinfo on subtrees and then attempt to elide subtree mergeinfo?
