Since you are having problems specifically with svnserve, could it be
that known issue where if APR is configured to get random numbers from
/dev/random and you do not have enough entropy it takes a long time?

I am seeing slowness in creating a BDB repository, but the fsfs tests
ran fast for all ra methods.
