Building Subversion with serf on Windows is actually very easy. On
Windows our build process will build serf for you as part of the
normal build process. So I agree we ought to include it for Windows
if we decide to include it in deps.

I seem to recall that cmpilato was against including Serf in our deps
tarball until the ra_serf layer respected our Editor API. To put
words in his mouth, I imagine he would view including Serf in the deps
tarball as elevating it from "experimental" to "official" and if it is
official it needs to follow the API rules.
