lots of merge tests pass with 1.4 server

I ran the trunk tests against a 1.4.x svnserve for the first time in a
while, and to my happy surprise they all passed (except diff_test 47).

The odd part is that only four of the merge_tests.py tests have a
SkipUnless(server_has_mergeinfo). I am very surprised that so many
tests pass without any server mergeinfo support; it makes me wonder if
the tests aren't checking enough and really ought to be failing (and,
thus, that they aren't doing a good job of verifying the 1.5 server
either).

Anyone else think this is worth worrying about?
