OFFLINE COPYING AND MOVING ERRORS in 1.5.x and trunk (Was: 'svn cp wc wc' requires repository access (1.5.x BREAKING issue))

        Hi,

Sorry for shouting.

But I don't think anyone has taken notice of this issue; but I really think
this problem should be fixed or at least documented ASAP.

It does not only break offline working, but also slows down all working copy
actions several times over the 1.4.x performance.

E.g. right-dragging a file in the explorer with TortoiseSVN and AnkhSVN was
only a local action until svn 1.4 but requires building a repository
connection now with all options of failing. Changing the time taken to
seconds if you are using webdav over an international link vs the
milliseconds it took before.

Please note again: It is currently documented in the 'svn help cp' as NOT
USING the repository at all for the compatibility reasons mentioned above
