oops, get_mergeinfo(include_descendents=TRUE) doesn't actually include them

Oops. There's this loop in the two svn_fs_get_mergeinfo
implementations that essentially means that the include_descendants
flag gets ignored. I'll fix this tomorrow (started already on the
mergeinfo-api-cleanup branch). This probably explains Issue #3081.

Mostly the point of this email is to warn Hyrum or anyone else working
on 'log -g' that if they're encountering weirdness, it might be
related to this, since 'log -g' uses this flag too.
