This is exactly what I was thinking. Subversion tries to make good
generalized guesses via the svn:mime-type property, but there will
always be odd exceptions in *both* directions. Users need to be able
to explicitly flag a file as 'text' or 'binary', and the existence of
this property should override whatever behavior would normally be seen
via svn:mime-type.
