Current status of issue-2897 branch.

1. Address David Glasser's comments on this branch, Which I hope to
complete by tomorrow.
2. Stylistic adjustments for long func names + long parameter names.

Problem I found yesterday since my synch up from '/trunk'.(r28821)
----------------------------------------------------------------------------------------------
Since this synch up log_tests-17 and log-tests-19, blame-tests-10,
blame-tests-11 starts failing thanks to r28729.

The trigger of a failure being 'no-op mergeinfo' recording in r28729.

I am working on making these testcases to PASS.
