Badly. URL quoting rules, for example, make a simple word ("ΤΕΣΤ" -
"test" in Russian) look like this: "%D0%A2%D0%B5%D1%81%D1%82".
Generally, people try to avoid using Russian names for directories and
files.

BTW, and there are some bugs with mod_svn and SVNParentPath. It
doesn't work if repository name is in Russian locale.

No, we need just to switch keyboard layout (by pressing ctrl-shift or
alt-shift or caps lock or something else).
