The OS/400 port is not being actively maintained at the moment, so I
would not worry too much about it. Also, we generally worked entirely
in UTF8 in that port, and just converted input/output to EBCDIC when
working with the console. Also, there is generally very good coverage
of any of the true standard C functions, so most things that work on
Unix would likely work on OS/400.
