Two further notes:

Apple users will be familiar with Apple's pop-up saying "the program
file has changed and is trying to access the key ring, should this be
allowed?" If you rebuild svn and then attempt a --non-interactive
call, this pop-up does NOT appear (and the operation fails
authentication).

I have filed a bug with Apple about all this. Radarweb 5658459 applies.
