Vista Ultimate x64 here.

I suspect this may be the source of my problems; despite claiming to
install successfully, the files that are supposed to be updated are
still the old versions.

The files are all 32-bit, so it shouldn't matter. Evidently, there is
a bug in the installer when run on x64. Upon closer inspection, the kb
article only lists 32-bit windows, and I am unable to locate an x64
equivalent. Likely my Google-fu is weak today.
