Yes it will, Call get_commit_and_merge_ranges(min_commit_rev=10,
min_commit_rev=20, source=/a, target=/b) would return empty
merge_ranges_list and commit_rangelist if there was a no merge + commit
between (10, 20), As this data being a string for libsvn_ra_svn to parse
might get a empty string, So this change.
