Neither neon nor apr should have been revved to new major versions.
neon because it isn't supported in 1.4.x (would need a backport of
r27007 as well as augmenting NEON_ALLOWED_LIST), apr because it breaks
the libsvn ABI, which is not a great idea in a 1.x.y point release.

Why in fact should subversion-deps-1.4.6 change at all from
subversion-deps-1.4.0?
