Re: Subversion 1.4.6 tarballs up for testing/signing

Stefan Spirling has an OpenBSD box, so he and I debugged this a bit
over IRC.[0] The problem is that SVN_NEON_0_25 and SVN_NEON_0_25 are
not defined as they should be.

- The simple fix is to use autoconf 2.59 instead of 2.61

- Alternatively I wrote a patch[1] inspired by r27007 on trunk.

- Also, it seems 'bash ./configure' works on OpenBSD.
