For the record, I reviewed this, but the reason I didn't vote for this
is that svnserve read authz is just fundamentally broken if you have
anon-access at least "read" but there are parts of the repository that
are not globally readable. This revision fixes one of the many many
symptoms of this, but I don't think backporting it is that productive.
 (Really, I think the best solution is client-side: give the user a
way to specify "even if I'm allowed anonymous access, log in anyway".)
