ATTN Ruby and Windows folks: gen-make.py unhappiness

gen-make.py has been spewing (on Ubuntu Dapper/i386) this message
for a long time, at least six months:

0 trunk4% ./gen-make.py
WARNING: "rubyhead.swg" header not found, file subversion/bindings/swig/ruby/libsvn_swig_ruby/swigutil_rb.c

It was annoying, but I could live with it. I updated today, and
now it's far worse:

0 trunk4% ./gen-make.py

Can someone involved with Windows and Ruby make it happy again?
