I don't believe ra_serf will clear out the wcprops (or, at least, I
don't recall writing any code to do so). But, shouldn't that be done
by libsvn_wc or libsvn_client? (libsvn_wc just exposes a hook to set
wcprops - I don't think it permits them all to be deleted by the RA
layer...)

FWIW, I don't see the code in ra_neon to toss the wcprops on a switch
- or it's non obvious to me... -- justin
