[Patch] Fix IPv6 build on WIN32

        Hi,

A few weeks ago Stefan Küng sent a patch to enable an IPV6 enabled builds on
Win32, which was applied in r27572.

Approximately the same patch should be applied to win32_crashrpt.c to allow
compiling with both the crash report handler and IPV6 enabled.

The apr-1.2.12 tag on the apache repository (not publicly released at this
time?) allows enabling ipv6 without Stefan's apr patch.
