Uh ... this change breaks the following tests:

   merge_tests.py 72
   merge_tests.py 73
   update_tests.py 46 (only over ra-serf and ra-svn)
   update_tests.py 49 (only over ra-serf, and only with bdb as the backend)

Did you not run the 8-way tests (4-RAs x 2-FSs) before committing?
