We could remove vc-svn.el from contrib/ as a working version comes
with Emacs 22. I leave this up to the source tree maintainers to
decide whether to this file should be kept in the tree for benefit of
users who are happy with Emacs 21 or earlier, but I would suggest to
keep it for a while longer as it is not a burden - it's small,
benefits some people, and does not require any maintenance.

Of course, any user of Emacs and Subversion will probably use dsvn or psvn
anyway.
