svn 1.4 sometimes discards pre-commit stderr

Hi,

under circumstances I can't pin down exactly, svn (1.4.3 via apache on
the server) will sometimes completely discard pre-commit stderr, only
when using 1.4 clients.

The hooks still succeed or fail as normal, but output is something like:

  svn: MERGE request failed on
'/svn/devsys/testing/drodgman/testharness/current/KJ1i95RrPq'
  svn: MERGE of
'/svn/devsys/testing/drodgman/testharness/current/KJ1i95RrPq': 409
Conflict (http://cam-svn1)

instead of the expected message. Running with a 1.3 client works
reliably. 1.4 clients will reproducably fail for certain commits (it's
not clear what the pattern is). I've also seen this for rev-prop changes.

Issue 443 seems related, but it's not totally clear to me whether it's
the same issue, and whether a fix is planned for 1.4.x?
