If I can set EDITOR to "cp /tmp/new-property" to overwrite the temporary file
for "propedit", the propset case would be done - although ugly (needs a
roundtrip).

As for the use-case, I'd be more than happy to supply a base-revision, so that
no conflicts can arise; if that can be set as HEAD to do an implicit lookup
(and save some svnlook commands), it would be great.
