document the svnserve merge-info capability?

Can somebody document the svnserve merge-info capability in
libsvn_ra_svn/protocol?

I presume it means "supports the get-merge-info" command, but whether
or not it's a server capability or a client capability or both should
be explicitly documented.

(Hmm, there seems to be an inconsistency between the merge-info and
the commit-revprops capabilities... it looks to me that they are both
pure server capabilities (ie, whether or not the client announces them
is irrelevant to what the server does), but the client announces
merge-info and not commit-revprops.)
