want to pay a committer: atomic renames

Are any of the committers available to work on 'atomic renames', on
a paid basis? We have approval from my employer to pay someone.
If you think "yes, but...", then please email me
anyway, and perhaps we can find a way to overcome the obstacles.

(I think I could do it given enough time, but due to the complex
nature of this and the amount of subversion code affected, it
seemed more effective to get someone who already has more
familiarity.)

Suggestions welcome on doing this in the best way.
