Maybe the easiest thing to do is just rename --changelist to --cl, and
be done with it.

The UI overall, then, would look like:

   * Create/modify a changelist: svn changelist CLNAME [--remove]
path1 path2 ...
   * Operate only on a changelist: svn subcommand --cl CLNAME

Pretty simple stuff.

I'm hesitant to grab -C. I can't imagine explaining to a user, "yeah,
-c stands for 'change', and -C stands for 'changelist'." Eek.
