The potential data loss bug fix has already been committed to the
branch. With the backport I just made, there's only one outstanding
fix:

 * r24483
   Stop merge notifications for locally modified files unchanged by a merge.
   Justification:
     Long standing bug effecting only the output of svn merge.
   Branch: 1.4.x-r24483
   Note: Merge test #1 is failing.

While this fix has been approved, I actually haven't been able to get
it to pass its test case (merge test #1). While I would like to see
this fix in 1.4.4, it's been in the code base for so long that I
wouldn't call it a blocker, so we could theoretically roll at any
point now.
