You're confused :-) Those things (BDB using a format 1 filesystem,
creating a format 3 repository) only need to happen when the user wants
something that's compatible with Subversion < 1.4.

If the user requests something that's compatible with Subversion < 1.5,
but doesn't also specify that it should be compatible with
Subversion < 1.4, we follow what Subversion 1.4 did by default.
