Okay, but out of interest - why is this useful? Are there MTAs/MUAs
that support UTF-7 but not UTF-8? (Or is this just to avoid problems
with non-8-bit-clean transports?)

This usage message seems a bit difficult to understand - perhaps
something like "Add TO to To: address when an error occurs"?
