Face to face (with a moderator) has the advantage of having some hope of
limiting diversions from the agenda (as much as that is possible with
programmers). If this doesn't happen before summer, I'd suggest a
breakout session at OSCON (maybe earlier in the week).

The other possibility is that a smaller core group work up a list of
possible features, and then have some form of vote (there are free to
use voting sites out there). It would be good, IMHO, to have the core
committers have more votes than list denizens (since they are the ones
most likely to do the actual work).

There is something to be said for the "benevolent dictator" model that
some projects have; at least there is a gatekeeper/cheerleader that can
keep things on track towards some goal. Of course that model is also
prone to burnout and/or forks due to personality... :(
