Bug, or pilot error? Hooks don't run when checking in via svn+ssh

I have trouble believing this is a bug, but I can't see why it
shouldn't work ... anyway, run this script and observe the "I expect"
output: it looks as if the pre-commit hook runs properly when I check
in via file://, but not when I check in via svn+ssh://. What am I
failing to understand? This is with trunk r23938.
