Is anyone planning on pursuing the route described in the message? In
short the idea is to allow a site administrator to reduce mod_dav_svn
overhead by bypassing the generation of an http subreqeust to check
permissions when using mod_auth_svn.

I am planning to implement this feature and would like to avoid
duplication of effort if someone else is already working on it.

Any input is welcome.
