The Subversion "instructions" are in the file named INSTALL located within
the root of the SVN source tree. You can likely just use the TortoiseSVN
build technique however. There is no need to run two separate build
setups. You would just ask the TortoiseSVN developers how you could tweak
their Subversion build setup to build these other items. I think it already
builds svn.exe, but not JavaHL.
