I believe just the sqlite3.dll is under bin -- I think we're trying to
match how Brane setup the BDB and intl packages for consistency (it's
not 100% consistent even with these, but it is close and it makes some
sense at least). So, SQLITE_DIR/inc has the sqlite3.h, SQLITE_DIR/lib
has the sqlite3.lib, and SQLITE_DIR/bin has the sqlite3.dll. If
SQLITE_DIR is the --with-sqlite dir, anyway.
