Breakage: Cygwin and probably Windows DLLs - FSFS recovery feature

The FSFS recovery feature has introduced a circular dependency between
libsvn_fs and libsvn_fs_fs, by virtue of using svn_fs_new and
svn_fs_open in svn_fs_fs__recover.

This has broken the Cygwin build - I'd imagine it's probably going to
break Windows DLL builds as well.

I'd like to request approval to comment out the implementation of
svn_fs_fs__recover so that trunk is buildable for me, until a proper
solution can be found.
