I'm curious, but I'm not familiar with WEBrick (or Ruby). Are you
talking about writing a Subversion/DAV handler for WEBrick that could be
used by normal Subversion clients, or are you proposing writing
something more like a set of bindings that would be usable by other
servlets hosted by WEBrick?

The former is probably too large for a SoC project (you'd need to
understand both DAV and the way in which Subversion uses it); the latter
might be okay.
