[PATCH] contrib scripts to import windows subversion server

I've attached some Windows batch file code generating scripts, which I
successfully used at work, to bulk import several project folders into new
Subversion repositories.

These are scripts that run on MS Windows, Cygwin, and Mac OSX clients, to
create repositories on a MS Windows subversion server, and import the
results back to a new folder on the client box.

The code is licensed with the Subversion License.
This is C2Creative.com and my way of thanking the Subversion team for a
great product. I hope one day to port these scripts to a Linux-compatible
server, to cut setup & adoption time, from hours to minutes, for everyone!
