Repository outage and migration

Today, svn.collab.net's hard disc died.

The last daily backup was missing the last 19 revisions - fortunately,
using mine and Malcolm's personal svnsync'ed copies of the repo, we
closed the gap to just the last 3 revisions, and I reconstructed those
from commit email diffs.

The repositories are now being hosted at red-bean.com until such time as
we make longer term plans.

In particular, the URLs you will be interested in are:

https://www.red-bean.com/svn
https://www.red-bean.com/svn-org
https://www.red-bean.com/svnsecurity

(Yes, owing to the inability to do name-based vhosting of SSL, the SSL
connections had to be via the primary vhost)

So, that means:

svn sw --relocate http://svn.collab.net/repos http://svn.red-bean.com
svn sw --relocate https://svn.collab.net/repos https://www.red-bean.com

Commit emails, CIA notifications, and verify-po.py are in place.
ViewVC access is not yet, but will be coming.
