"svn st" behavior differs on Windows versus Linux

Run this script on Linux with 1.4.3, and note the output; then run it
again on Windows (sorry, you'll need Cygwin :-( ), with the _native
Win32_ svn 1.4.3 (not the Cygwin version), and again note the output.
Here's the executive summary of what I see: on *nix, after fiddling
the timestamp, "svn st" correctly detects that the file is modified,
whereas on Windows, it thinks the file _isn't_ modified.

I suspect this is a bug, but am not sure.
