Reading through the original reports it comes down to the fact that
Subversion is building a static Neon library (when it is build in-tree),
but then linking that library into a dynamic library (which is, AIUI,
why the -fPIC is required). It seems to be deeply connected to *how*
Subversion is using the Neon library, so it may not be something that
the Neon project can "fix".
